Dear Mr. Sloss,
I suggested to you recently that
when you return to Hong Kong it might be
appropriate if the functions of the
Provisional Powers Committee in London
were transferred to the University Interim Committee in Hong Kong which the Governor
has set up and of which you will be
Chairman on your arrival.
When you leave, the only two
members of the Committee left in London
will be Mr. Caine and myself and I
suggested, therefore, that from some date
early in December, he and I might resign
and the Secretary of State might proceed
to appoint some or all of the members of
the Interim University Committee in
Hong Kong to membership of the Provisional
Powers Committee. Our Legal Adviser says
that there is no legal difficulty in this
course, providing that it is not inconsistent with the terms, determined by
the Secretary of State, on which the
present members hold office, and that no
notification in the Hong Kong Gazette of
appointments to the Court and Council of
the University has yet been made.
